Jarrett Catlin is a policy strategist, researcher, and writer who helps turn bold visions of the future into reality.
Jarrett specializes in state-level AI policy and serves as the State AI Policy Advisor for TechNet, America’s leading tech trade association representing over 100 of the world’s most innovative companies. He guides TechNet’s engagement on AI policy across all 50 states and has testified before state legislatures and briefed Fortune 500 executives. He also designed and taught a course on AI policy for masters students at Pepperdine University’s School of Public Policy.
Jarrett previously spent three years as Vice President at Tusk Strategies where he designed and ran high-stakes advocacy campaigns for companies and top startups. Before then, Jarrett was a researcher at the RAND Corporation helping government agencies analyze the risks and opportunities created by emerging technologies. While there, he completed his doctoral studies with a dissertation looking the arrival of shared e-scooters as a case study on how policymakers respond to innovation. He began his career as a policy staffer for multiple Members of Congress. Jarrett holds a PhD and master’s in public policy analysis from the Pardee RAND Graduate School and a bachelor’s in political science from Westmont College.
A proud 4th-generation Californian, he lives with his wife and daughters in Southern California.
